Boom minier à Boffa : Les craintes de la communauté touchée

La préfecture de Boffa se situe à 150 Km de la capitale Conakry. Avec une commune urbaine qui s’étend sur une superficie de 6003 km², Boffa compte une population de 211 063 habitants, selon le recensement général de la population, de l’Institut national de la statistique de 2018.

Boffa qui se trouve sur les côtes de l’océan atlantique est traversée par le fleuve Fatala. Elle est composée de sept (7) sous-préfectures dont: Koba, Lisso, Mankountan, Tougnifily, Doupourou, Tamita et Boffa Centre.

Au Nord, la préfecture de Boffa est limitée par les préfectures de Boké et Téléméle, à l’Est par la préfecture de Fria, au Sud par la préfecture de Dubreka et à l’Ouest par l’Océan atlantique.

Depuis quelques années, cette localité riche en ressources naturelles notamment la bauxite, connait un boom minier sans précédent. Le nombre d’entreprises a substantiellement augmenté. Dans la préfecture de Boffa, 11 sociétés minières détiennent des permis de recherche et d’exploitation. Quatre entreprises se sont déjà implantées dans cinq communes rurales dont: Bel Air Mining à Doupourou et Tougnifily, qui a commencé sa production depuis 2018. Chalco est en phase de construction de son site d’exploitation à Tamita, China State Power Corporation (SPIC) (ex-CPI) à Doupourou et Coliah, et Eurasian Resources sur le corridor de transport de minerai à Lisso et Tamita, dont son quai minéralier se trouve à Kokayah dans Tamita.

La présence de ces sociétés peut avoir des impacts importants sur le développement socioéconomique de la localité, mais pas que. Cette crainte est partagée par Alhassane Soumah, animateur de la jeunesse de Koundindé (sous-préfecture de Doupourou où intervient la société Bel Air Mining).

« Nous avons déjà perdu une montagne ici et nos pleines agricoles. Entre le village et le port, il y a pratiquement 5Km. Ils ont pris toute la route. Il y a des endroits où nous pouvons aller travailler mais le problème c’est comment y accéder et comment transporter nos récoltes. Donc nous avons cette souffrance-là ici. L’autre problème c’est du fait que la société n’a effectué aucun reboisement alors que c’était prévu ».

Un autre paysan, et habitant de Soumbouyadi, Ibrahima Sory Bangoura, la cinquantaine tire la sonnette d’alarme sur un fait.

«Ce qu’il faut dire c’est que la société veut qu’on quitte ici. Et là elle est en train de récupérer tout ce qui a permis à cette communauté de rester en vie jusque-là. Notamment les baffons et tout autre lieu qu’on peut se servir pour les cultures. Donc, c’est dire que l’avenir même de la communauté tout entière est compromis».

Onze sociétés minières annoncées dans une préfecture comme Boffa. Dans le futur, ne peut-on pas craindre des conséquences environnementales ?

La réponse du directeur préfectoral de l’agriculture de Boffa est sans appel. « Oui, ça va arriver, parce que les gens n’arrivent pas à se comprendre. Regardez aujourd’hui le nombre des ports. Chacune des sociétés veut construire son port. Mais avec la bonne collaboration, au moins un port pouvait arranger ces gens. Chacun a un domaine bien déterminé. Au port de Conakry, il y a combien de bateaux qui accostent ? Mais si chacune des sociétés veut construire son port, où allons- nous? Elles vont occuper tout le littoral. Et il faut mesurer les impacts environnementaux de tout ça dans les jours à venir », plaide-t-il.

La problématique de la compensation et de la réinstallation des populations impactées par les projets miniers reste pour le moment une préoccupation des acteurs.

Pour y faire face, le gouvernement guinéen a engagé des réformes dans ce sens avec l’appui de la coopération allemande, après des constats alarmants faits par la société civile sur la question.

Le collectif des organisations de la société civile travaillant sur les questions de droits humains dans le secteur minier, à laquelle appartient Action Mines, a fait une contribution dans l’élaboration d’une norme nationale contraignante sur la question. Puisqu’il existait une disparité des pratiques sur le terrain, en fonction des sociétés qui y opèrent.

A ce jour, il est nécessaire d’accélérer cette réforme pour éviter aux communautés le sort de milliers de personnes victimes de mauvaises pratiques d’indemnisation, de compensation et de réinstallation.

Avec la nouvelle situation qui prévaut à Boffa, il est important de mettre en œuvre un schéma directeur de mutualisation des infrastructures. Ce schéma permettrait à toutes ces sociétés d’unir leurs efforts pour mettre en place des infrastructures communes. Ceci, réduirait non seulement le coût de réalisations et limiterait les éventuels impacts environnementaux et sociaux liés à l’occupation disproportionnée des espaces et du littoral.
